Decoding the GeM Bid Cycle: From Alert to Award – in Plain English!
The bid cycle on GeM can be confusing – especially if you are new to GeM and don’t know what happens after a bid pops up. As confusing as the bid cycle can seem, it’s very much a formal cycle – and once you unpack it together, it will be easier for you to win bids in the future!
Let’s make it easier:
1. Bid Alert – Your First Sign
When a government department has something to procure, the first step is that they publish a bid alert on GeM. This includes information about the product specifications, number of units, pick up, and delivery instructions.
2. Pre-bid Queries – Ask Before You Do
Before you submit your bid, usually there is an idea of timeframe for when sellers can ask for questions or changes to be made. This allows sellers the opportunity to make the process as transparent as possible without already committing.

3. Bid Submission – The Big Part
And now it is time to submit your bid! You can enter your technical specifications, upload your documents, and quote your estimated price.
Checklist:
• Detailed consideration of the specs
• Competitive pricing
• Uploading PAN, GST and any Certificates needed
4. Evaluation:
Tech first, Price second The bids were opened after the deadline. First, the buyers will check that your product & documents meet their requirement to pass the technical evaluation, then, among all qualified bids the lowest price wins. Image suggestion: something two step, showing “Technical Pass” and then “L1 = Winner” badge.

5. Award of Bid:
The W is yours If you have the lowest price (L1) bidder, the department will issue a Purchase Order (PO) via GeM. Image suggestion: trophy or confetti image with PO document icon.
You must accept the PO within the time required and complete the delivery.
6. After the Win:
Delivery, Invoice & Payment Deliver the product/service as specified. The department will inspect the goods, approve it, and then you will upload the invoice for payment. Image Suggestion: a timeline bar with Delivery → Acknowledgement → Invoice → Payment
You must be compliant. If there are delays or mistakes, you can be fined.
